      為期十二個(gè)月的“國(guó)際語(yǔ)言年”活動(dòng)結(jié)束后,2009 年2 月21 日的“國(guó)

      際母語(yǔ)日”將這一活動(dòng)推向了思考和總結(jié)的新階段。

      在聯(lián)合國(guó)教科文組織大會(huì)根據(jù)孟加拉國(guó)提議宣布這一天為“國(guó)際母語(yǔ)

      日”的十年后,我們應(yīng)當(dāng)做出什么樣的總結(jié)呢?

      這一活動(dòng)的成果顯而易見(jiàn)。“國(guó)際日”活動(dòng)讓每個(gè)族群深刻認(rèn)識(shí)到各自

      母語(yǔ)的重要意義,逐漸引起國(guó)際社會(huì)關(guān)注語(yǔ)言多樣性和使用多種語(yǔ)言的根基問(wèn)

      題。這一活動(dòng)也使大家清楚地認(rèn)識(shí)到,作為個(gè)人和民族標(biāo)志的語(yǔ)言是實(shí)現(xiàn)全民

      教育目標(biāo)和千年發(fā)展目標(biāo)的關(guān)鍵要素。

      越來(lái)越多來(lái)自各個(gè)方面的政府間組織和民間社會(huì)的參與者認(rèn)識(shí)到,語(yǔ)言

      是我們從事社會(huì)、經(jīng)濟(jì)及文化生活各種活動(dòng)的核心。多語(yǔ)言(配合母語(yǔ)、國(guó)語(yǔ)

      和國(guó)際語(yǔ)言)教育、全民教育和千年發(fā)展目標(biāo)之間的聯(lián)系已成為各種促進(jìn)可持

      續(xù)發(fā)展戰(zhàn)略的支柱。

      我們強(qiáng)烈希望,在教科文組織2008 年?duì)款^開(kāi)展的“國(guó)際語(yǔ)言年”宣傳運(yùn)

      動(dòng)的推動(dòng)下,促進(jìn)使用母語(yǔ)和使用多種語(yǔ)言都將取得切實(shí)的成果,并將繼續(xù)成為各國(guó)政府和合作機(jī)構(gòu)的中心工作。

      除了“語(yǔ)言年”活動(dòng)和2008 年發(fā)起的眾多促進(jìn)語(yǔ)言的項(xiàng)目外,還將在今

      后幾個(gè)月里對(duì)“國(guó)際語(yǔ)言年”的影響進(jìn)行評(píng)估,衡量語(yǔ)言對(duì)促進(jìn)發(fā)展、和平及

      社會(huì)和諧的重要意義。

      值此第十個(gè)“國(guó)際母語(yǔ)日”之際,我呼吁,2008 年發(fā)起的眾多宣言與行

      動(dòng)應(yīng)當(dāng)落實(shí)為具體和持久的措施。

      我謹(jǐn)特別祝愿,各國(guó)政府在其正規(guī)和非正規(guī)教育系統(tǒng)框架內(nèi)和在行政管

      理方面,制定旨在確保每個(gè)國(guó)家的語(yǔ)言都能和諧相處并惠及彼此的措施。這樣

      我們就能保護(hù)和促進(jìn)一個(gè)尊重文化多樣性各種表現(xiàn)形式的多語(yǔ)言環(huán)境。松浦晃一郎

      巴黎,2月19日 ——今天,聯(lián)合國(guó)教科文組織在巴黎推出了新版世界瀕危語(yǔ)言圖譜的電子版。這一互動(dòng)的數(shù)字工具呈現(xiàn)了世界上2500多種瀕危語(yǔ)言的更新數(shù)據(jù),將可以得到使用者的補(bǔ)充、修改或?qū)崟r(shí)更新。

      這份新版圖譜于2月21日國(guó)際母語(yǔ)日前夕推出,方便研究人員根據(jù)這2500多種瀕危語(yǔ)言的五個(gè)不同類別進(jìn)行研究:不安全、危險(xiǎn)、瀕危、垂危、滅絕(自1950年)。

      其中的一些數(shù)據(jù)令人非常擔(dān)憂:在目前存世的6000多種語(yǔ)言中,超過(guò)200多種語(yǔ)言在三代后滅絕,538種情況危急,502種非常危險(xiǎn),632種危險(xiǎn),607種不安全。

      如圖譜中具體指出,199種語(yǔ)言的使用人數(shù)不足十人,178種語(yǔ)言的使用人數(shù)在十人到五十人之間。剛剛滅絕的語(yǔ)言中,圖譜中列舉了1974年隨著Ned Maddrell逝世,馬恩島人所操的馬恩語(yǔ)由此滅絕,1976年坦桑尼亞的aasax語(yǔ)滅絕,1992年土耳其的oubykh語(yǔ)隨著Tevfik Esen?逝世滅絕,阿拉斯加(美國(guó))的eyak語(yǔ)隨著Marie Smith Jones于2008年辭世而滅絕。

      正如聯(lián)合國(guó)教科文組織總干事松浦晃一郎所強(qiáng)調(diào)的:“一種語(yǔ)言的消失導(dǎo)致許多非物質(zhì)文化遺產(chǎn)形式的消失,特別是使用這種語(yǔ)言的團(tuán)體——不必說(shuō)詩(shī)和傳說(shuō),更不必說(shuō)諺語(yǔ)和笑話——傳統(tǒng)和口頭表達(dá)組成的珍貴傳承。語(yǔ)言的消失同樣損害人與生物多樣性之間保持的關(guān)系,因?yàn)檎Z(yǔ)言荷載著豐富的自然以及宇宙知識(shí)?!?/p>

      多名語(yǔ)言學(xué)家(超過(guò)30人)在圖譜的制作上通力合作,結(jié)果顯示了在世界各個(gè)地區(qū)盡管經(jīng)濟(jì)發(fā)展情況各異,都存在著語(yǔ)言消失的現(xiàn)象。在撒哈拉以南非洲,大約使用著2000種語(yǔ)言(幾乎是世界總數(shù)的三分之一),而在將來(lái)的幾百年內(nèi),其中至少10%的語(yǔ)言將會(huì)消失。而

      且圖譜還指出,印度、美國(guó)、巴西、印度尼西亞和墨西哥,這些語(yǔ)言非常多樣的國(guó)家同樣也是瀕危語(yǔ)言最多的國(guó)家。在澳大利亞,有108種語(yǔ)言屬于不同程度的瀕危語(yǔ)言類別。在法國(guó)有26種語(yǔ)言瀕危:13種非常危險(xiǎn),8種危險(xiǎn),5種處于不安全階段。

      然而圖譜中所顯示的情況并非都是如此令人擔(dān)憂。比如巴布亞-新幾內(nèi)亞這個(gè)地球上使用語(yǔ)言最為豐富的國(guó)家(使用語(yǔ)言超過(guò)800種),同樣也是瀕危語(yǔ)言相對(duì)而言較少的國(guó)家(88種)。而且盡管有些語(yǔ)言已經(jīng)在圖譜中標(biāo)示為滅絕,但是它們正在得到復(fù)蘇,比如康瓦爾的康瓦爾語(yǔ)或者新喀里多尼亞的s?sh??語(yǔ),它們很有可能重新成為正在使用的語(yǔ)言。

      This year, International Literacy Day places a special focus on the essential relationship between literacy and peace.今年的國(guó)際掃盲日特別關(guān)注掃盲與和平的必然聯(lián)系。

      Lasting peace is founded on respect for human rights and social justice.持久和平建立在尊重人權(quán)與社會(huì)公正的基石之上。

      In today’s knowledge driven societies, lack of literacy is more than ever synonymous with exclusion and marginalization.在當(dāng)今由知識(shí)推動(dòng)的社會(huì)中,沒(méi)有基本知識(shí)愈加成為排斥和邊緣化的同義詞。

      First, literacy empowers individuals, equipping them with the skills and confidence to seek out vital information and to make informed choices that have a direct impact on their families and communities.首先,掃盲可增強(qiáng)個(gè)人能力,賦予人們各種技能和信心,使其能夠捕捉必要信息,在對(duì)其家庭和社群具有直接影響的問(wèn)題上做出明智選擇。

      There is no room for complacency.Less than 40 percent of countries provide girls and boys with equal access to education.Had we reached gender parity in primary education in 2008, there would have been an additional 3.6 million girls in school.Disparities have increased at the secondary level in Africa over the last decade.Only 29 percent of researchers in the world today are women.Two-thirds of the world’s 796 million illiterate adults are women.我們并沒(méi)有什么可自滿的。只有不到百分之四十國(guó)家的女孩和男孩有著平等接受教育的權(quán)利。如果世界各國(guó)在 2008年能夠?qū)崿F(xiàn)初等教育性別平衡的話,就能再有360萬(wàn)女孩進(jìn)入小學(xué)。在過(guò)去的十年里,非洲中等教育中的性別失衡問(wèn)題變得更為嚴(yán)重。當(dāng)今世界科研人員中婦女的比例僅為29%。全世界7.96億成人文盲中三分之二是婦女。

      This year’s International Women’s Day is inspired by the theme of ‘Equal access to education, training and science and technology: Pathway to decent work for women.’ This goes to the heart of UNESCO’s mission.We work to strengthen the bridges between education, training, science and technology and the labour market in order to promote equal opportunity to decent employment.This starts early, with quality education for all girls and young women from the primary to the tertiary level.It continues with vocational training and education for women who have not acquired basic skills.It proceeds with creating positive role models and career tracks – especially in such areas as science and technology.今年國(guó)際婦女節(jié)弘揚(yáng)的主題是“平等接受教育、培訓(xùn)和利用科技的權(quán)利:婦女通往體面工作之路”。這正是教科文組織的核心使命。我們努力加強(qiáng)教育、培訓(xùn)、科技與勞動(dòng)市場(chǎng)之間的銜接,從而促進(jìn)平等的體面就業(yè)機(jī)會(huì)。為此需要從更早期入手,為所有女孩和女青年提供從小學(xué)到大學(xué)階段有質(zhì)量的教育。要繼續(xù)為沒(méi)有掌握基本技能的婦女提供職業(yè)培訓(xùn)與教育,并進(jìn)而樹(shù)立積極的表率模式和職業(yè)途徑--尤其是在科技等領(lǐng)域。

      Biggest, deadliest, worst ever.We have seen those words in the headlines too often this year.We have used them about earthquakes, floods, hurricanes and forest fires, about loss of life and income.Those words are likely to be heard for years to come, as the climate changes and hazards multiply.To complicate the picture, just as weather patterns have altered, so has human society.We are more urban.If earthquakes, floods or storm surges were deadly in the past, they are deadlier still in an increasingly urbanized world.有史以來(lái)最大、死傷人數(shù)最多、最嚴(yán)重。這些字眼我們今年經(jīng)常在頭版頭條上見(jiàn)到。我們用這些字眼來(lái)描繪地震、洪水、颶風(fēng)和森林火災(zāi)造成的生命和財(cái)產(chǎn)損失。而隨著氣候的變化和危險(xiǎn)倍增,這些字眼今后若干年很可能會(huì)不斷傳來(lái)。更糟糕的是,不僅天氣模式發(fā)生了改變,而且人類社會(huì)也與以往不同了。我們更加城市化。如果說(shuō)地震、洪水或風(fēng)暴潮從來(lái)就是致命的,那么在日益城市化的當(dāng)今世界,這些災(zāi)害的致命性則更大。

      Many cities are on the coasts, vulnerable to storms, inundation and sea level rise.More than a billion people in Asia live within 100 kilometres of the sea, and two-thirds of the population of Latin America and the Caribbean live within 200 kilometres.Too many people live on flood plains, others above earthquake fault lines.Some settle downstream from treeless areas, with little buffer against the elements.The risk of disaster quietly accumulates.And, while natural hazards menace everyone, the poor are by far the most vulnerable.許多城市都位于沿海地區(qū),易受暴風(fēng)雨、洪水和海平面上升的威脅。亞洲有十多億人生活在距海100公里之內(nèi),拉丁美洲和加勒比區(qū)域三分之二的人生活在距海200公里之內(nèi)。太多的人生活在洪泛區(qū),還有很多人生活在地震帶上。有的人居住在無(wú)樹(shù)區(qū)的下游地帶,幾乎無(wú)法緩沖災(zāi)難的影響。災(zāi)害風(fēng)險(xiǎn)的累積是悄然無(wú)聲的。而且,雖說(shuō)自然災(zāi)害威脅的是每個(gè)人,但迄今為止,窮人是最易受害的人群。

      On the positive side, we are learning to cope.Today, on the International Day for Disaster Reduction, we recognize what local governments and communities are doing to protect themselves while building more sustainable towns and cities.令人樂(lè)觀的是,我們正在學(xué)習(xí)如何應(yīng)對(duì)。今天,恰逢國(guó)際減災(zāi)日,我們要肯定一些地方政府和社區(qū)所做的工作,它們?cè)诮ㄔO(shè)更具可持續(xù)性的城鎮(zhèn)和城市的同時(shí),開(kāi)展自我保護(hù)。

      Last May, the United Nations International Strategy for Disaster Reduction launched a global campaign called “Making Cities Resilient”.More than 100 cities, with nearly 110 million residents, have signed up to the “Ten Essentials” – actions that will make communities safer from disasters.The role models with good practices include Albay Province in the Philippines, Hyogo Prefecture in Japan, Bangkok, Bonn, Mexico City and Mumbai.今年5月,聯(lián)合國(guó)國(guó)際減災(zāi)戰(zhàn)略發(fā)起了“使城市富有復(fù)原力”全球運(yùn)動(dòng)。已有100多個(gè)城市(居民人數(shù)共約1.1億)簽名參與了“十大要點(diǎn)”——即可加強(qiáng)社區(qū)在災(zāi)害中安全的若干項(xiàng)行動(dòng)。菲律賓的阿爾拜省、日本兵庫(kù)縣、曼谷、波恩、墨西哥城和孟買(mǎi)等地堪稱楷模,其良好做法值得借鑒。

      The Ten Essentials translate broad ideas about sustainable cities into workable solutions.They recommend that governments assign a budget to serve everyone – rich and poor alike – and that they invest in risk assessment, training on disaster risk reduction, ecosystem protection, and early warning systems.City planners must also tackle the principal sources of risk in urban areas – poor governance, planning and enforcement.Decision-making should be inclusive and participatory and the principles of sustainable urbanization must be embraced and upheld, especially for the benefit of people living in slums and informal settlements.“十大要點(diǎn)”將關(guān)于可持續(xù)城市的寬泛理念轉(zhuǎn)化成可行的解決辦法。“十大要點(diǎn)”建議政府提供服務(wù)于每個(gè)人(不論貧富)的預(yù)算撥款,并建議它們投資于風(fēng)險(xiǎn)評(píng)估、減災(zāi)培訓(xùn)、生態(tài)系統(tǒng)保護(hù)以及預(yù)警系統(tǒng)。城市規(guī)劃者也必須解決城市地區(qū)風(fēng)險(xiǎn)的幾大主要來(lái)源,即管理不善、規(guī)劃不妥和執(zhí)行不力。決策應(yīng)具有包容性和參與性,必須接受和奉行可持續(xù)城市化原則,特別是要有利于貧民窟和非正式定居點(diǎn)的居民。

      Reducing disaster risk is everybody's business, and needs everyone's participation and investment – civil society, professional networks as well as municipal and national governments.On this International Day for Disaster Reduction, I commend those cities that are acting to build resilience to climate, environmental and social risks.And to all others I pose this question: Is your city ready?
