I would imagine that some of you came wondering, well, what is this really all about and why is the United States and the Obama Administration sponsoring this conversation? And it is because we believe that by bringing together men and women from dozens of countries and all walks of life, this summit has made one thing clear: Being entrepreneurial does not depend on your job title or what you studied in school or even that you went to formal schooling at all.Entrepreneurship is a way of looking at the world and seeing not just obstacles, but opportunities;not just the world as it is, but the world as it could be, and then having the confidence, the determination, and the resources to move those worlds closer together.我想你們中間有些人在前來(lái)出席會(huì)議時(shí)也許會(huì)有疑問(wèn)，這究竟是怎么一回事，美國(guó)和奧巴馬政府為什么倡議舉辦這樣的討論會(huì)？這是因?yàn)槲覀兿嘈?，通過(guò)邀請(qǐng)幾十個(gè)國(guó)家和社會(huì)各界的男女代表共聚一堂，這次峰會(huì)已說(shuō)明了一個(gè)問(wèn)題：能否創(chuàng)業(yè)并不取決于你的職位，也不取決于你在學(xué)校學(xué)的是什么，甚至也不在于你是否受過(guò)正規(guī)的學(xué)校教育。創(chuàng)業(yè)需要以某種方式觀察世界，不僅看到障礙，而且看到機(jī)會(huì)；不僅看到現(xiàn)實(shí)的世界，而且看到世界可能發(fā)生的變化，從而獲得信心、決心和資源，一步步走向未來(lái)的世界。

An entrepreneur is anyone with the imagination to conceive of a new product, process, or service, and the ability and persistence to turn that idea into something real.My father was a small businessperson.By that, I mean very small.He employed maybe one, two, or three laborers depending upon what he was doing.He ran a small printing plant for fabrics.He enlisted my mother, my brothers and me.We were often down there at the factory doing the work of pouring the paint into the silk screens and taking what was called a(inaudible)and pushing the paint through the design and then lifting the screen up and moving it down these very long tables.And it was really remarkable that my father made a success of that small business just by stint of hard work, persistence, commitment, and a belief that he could.任何人都能成為創(chuàng)業(yè)者，只要有想象力，能設(shè)想一種新產(chǎn)品、新工藝或新服務(wù)方式，并具備將這種設(shè)想變?yōu)榫唧w成果的能力和堅(jiān)持不懈的精神。我父親是一個(gè)小企業(yè)主。我說(shuō)的“小”是非常之小。根據(jù)他當(dāng)時(shí)所從事的業(yè)務(wù)，他聘用一個(gè)、兩個(gè)或三個(gè)雇員。他經(jīng)營(yíng)一家小型紡織品印花廠。他還動(dòng)員我母親、兄弟和我參加。我們常去工廠干活，把顏料注入絲網(wǎng)，用一種工具使顏料穿透圖案模具，然后提起絲網(wǎng)順著長(zhǎng)長(zhǎng)的桌子向另一端移動(dòng)。實(shí)在是了不起，我父親就從這個(gè)小企業(yè)起家而獲得了成功，靠的就是艱苦奮斗、百折不撓、意志堅(jiān)定和相信自己的能力。Well, here with us today are people who would recognize that story.Masooma Habibi, who was born in an Afghan refugee camp, worked as a carpet weaver as a young girl, and now, at the age of 23, runs her own electrical engineering company in Kabul and has more than 20 employees.Ibrahim Qureshi, who – yes, let’s give her a round of applause.(Applause.)

I’m pleased to announce the launch of the Global Entrepreneurship Program’s first pilot program, in Egypt, coordinated by a team of Entrepreneurs in Residence from USAID.We will soon launch our second program in Indonesia, and we plan to expand to a dozen countries within the next two years.(Applause.)

Second, we have established partnerships with two Silicon Valley-based organizations: the Global Technology and Innovation Partners, and the Innovators Fund.Both were started by U.S.venture capitalists and business leaders inspired by President Obama’s call at Cairo to support innovation and entrepreneurship in Muslim majority communities worldwide.Both partnerships will launch in Egypt, Jordan, Lebanon, Turkey, and Malaysia, and will then expand from there.(Applause.)

Former Democratic presidential candidate Hillary Clinton identified herself as a member of the widespread resistance movement to President Trump on Tuesday afternoon.“I’m back to now being an activist citizen and part of the resistance,” she said to thunderous applause at the Women for Women International 2017 annual luncheon in New York.During an onstage interview, just before declaring herself part of the resistance, Clinton said she spent decades learning what it would take to help move the people of the United States forward, including those who did not vote for her.She said that she didn’t want to appeal to emotions the same way that Trump did and had hoped to have serious conversations about health care, foreign policy, renewable energy, artificial intelligence and so on during the campaign.Clinton recalled that Trump had actually made fun of her for preparing for their first presidential debate.“I said, ‘Yes, I did prepare for the debate.And here’s another thing I prepared for.I prepared for being president,’” Clinton said.“It’s not exactly headline grabbing.I understand that.But, you know, I can’t be anything other than who I am.”

Yes we have.But have we made enough? No we haven’t.”

Clinton said that women’s rights are being lost in the same places that are most likely to foster and protect terrorism, places that harbor ideologies hostile to equality between the sexes.“Women’s rights is the unfinished business of the 21st century.There is no more important, larger issue that has to be addressed.”

Clinton also said that she takes “absolute personal responsibility” for her election loss, saying that she and her campaign both made mistakes.“I was the candidate.I was the person who was on the ballot.I was very aware of the challenges, the problems, the shortfalls that we have,” Clinton said.“But I will say this.I’ve been in a lot of campaigns, and I’m very proud of the campaign we ran.”

Despite taking “absolute personal responsibility,” Clinton also said she was “on the way to winning” until two things happened: FBI director James Comey released a letter saying the agency was reopening its investigation into her use of a private email server as secretary of state and WikiLeaks published hacked campaign emails.She said the combination of Comey’s letter and WikiLeaks’ dump “raised doubts in the minds of people who were inclined to vote for me but got scared off.”

2013年12月28日，“**高校創(chuàng)業(yè)交流峰會(huì)”圓滿落幕！

會(huì)議開始前我還好興奮，終于要開始了，可真正到主持人上臺(tái)宣布會(huì)議正式開始時(shí)我卻有種發(fā)懵的感覺(jué)，忙碌了一個(gè)月的峰會(huì)就這樣拉開幕布了。

一個(gè)月前，隊(duì)長(zhǎng)志炎在晨會(huì)中宣布我們璀璨人生是這場(chǎng)峰會(huì)的協(xié)辦方時(shí)，我就想著我要做些什么，所以當(dāng)?shù)弥€有一個(gè)設(shè)計(jì)督導(dǎo)的職位空缺時(shí)，我立馬報(bào)名了。在陳總的協(xié)助下明確了設(shè)計(jì)督導(dǎo)的工作內(nèi)容后，我就有點(diǎn)猶豫了，全是設(shè)計(jì)方面的，像設(shè)計(jì)logo，背景墻，展架，胸花，嘉賓牌，感謝卡，簽到簿等等，都是我平時(shí)都沒(méi)有接觸過(guò)的。后來(lái)吳總說(shuō)了這樣一句話，我們要培養(yǎng)三頭六臂的人才，就是要通過(guò)這次活動(dòng)做自己不會(huì)的事情來(lái)鍛煉自己，帶著這樣的信念我堅(jiān)持了下來(lái)。

有了團(tuán)隊(duì)后，突然覺(jué)得身上的重?fù)?dān)輕了好多，每個(gè)人都很明確自己的工作，幾號(hào)之前要完成。將工作細(xì)化、數(shù)字化，團(tuán)隊(duì)一起去完成，會(huì)使工作量減輕很多，也少了很多不必要的干擾。每次大家把設(shè)計(jì)稿做好后，我就立刻發(fā)給顧問(wèn)團(tuán)看，請(qǐng)陳總為我們指點(diǎn)參謀，就這樣一路做一路修改再一路做。事情總是做出來(lái)的，在分配任務(wù)時(shí)，就覺(jué)得事情好簡(jiǎn)單，可是真正在做時(shí)，問(wèn)題總是不斷出現(xiàn)，就像我們第一個(gè)設(shè)計(jì)的logo一樣，經(jīng)過(guò)多少人手，修改過(guò)N次，最后在詢問(wèn)創(chuàng)業(yè)聯(lián)盟的意見后全部重新設(shè)計(jì)。這就反映了溝通存在的問(wèn)題，從一開始我們就應(yīng)該去了解創(chuàng)業(yè)聯(lián)盟想要這個(gè)logo達(dá)到什么樣的效果。一開始我們總是想著什么樣的好看就設(shè)計(jì)什么樣的，后來(lái)陳總還特意給我們團(tuán)隊(duì)做了設(shè)計(jì)培訓(xùn)，做設(shè)計(jì)要簡(jiǎn)潔明了，不是覺(jué)得好看就拿來(lái)用的，而是要有故事，就像一個(gè)企業(yè)要長(zhǎng)遠(yuǎn)發(fā)展，那肯定是有自己積極向上的文化的，所以logo要穩(wěn)固的三角形，顏色最終定為熱情的紅色。其實(shí)，不僅僅是設(shè)計(jì)環(huán)節(jié)，在整場(chǎng)活動(dòng)中，溝通都是至關(guān)重要的，而且要達(dá)到雙效溝通，講到重點(diǎn)，簡(jiǎn)潔明了，并且要注意細(xì)節(jié)，不能想當(dāng)然的去認(rèn)為，應(yīng)該把每一點(diǎn)都寫下來(lái)，與責(zé)任人一一落實(shí)。

在這次活動(dòng)中，我學(xué)到的最多的就是如何同一時(shí)間段內(nèi)做好幾件事情，而且做到有條不紊。峰會(huì)結(jié)束之后有人問(wèn)過(guò)我是怎樣做到的，又要做設(shè)計(jì)督導(dǎo)，又要布置場(chǎng)地，做小組長(zhǎng)帶企業(yè)家，還要主持，表演節(jié)目。其實(shí)如果他不問(wèn)我，我真的不會(huì)意識(shí)到原來(lái)我同時(shí)做了這么多事情。原因很簡(jiǎn)單，就是團(tuán)隊(duì)，每個(gè)人都有分工，雖然身兼多職，但是多而不亂，每天寫好計(jì)劃，把每天要做的事情按重要程度列好，一件件地去完成，這樣就不會(huì)出現(xiàn)沒(méi)有目標(biāo)而瞎忙活的情況，既高效又有質(zhì)量。而且，在會(huì)場(chǎng)上，我們并不是每個(gè)人只做自己的事，每個(gè)環(huán)節(jié)，每個(gè)人的工作，我們每個(gè)人都很清楚，一旦出現(xiàn)變化，靠這件事最近的人就立馬去解決。而這一切都是建立在團(tuán)隊(duì)的默契基礎(chǔ)之上的。以前我總想要同時(shí)做好很多事情，但總是做的不盡人意，可以說(shuō)是完全不能分心，有時(shí)候集中注意力做好一件事都很難?，F(xiàn)在我才慢慢懂得，一個(gè)人單干，就算是再拼命也不會(huì)做，只有團(tuán)隊(duì)才可以創(chuàng)造出1+1>2的效果。

一個(gè)月的準(zhǔn)備時(shí)間很快，身邊的人只知道我每天都在忙，卻從來(lái)沒(méi)想過(guò)我做這件事的意義，甚至有人認(rèn)為我是在浪費(fèi)時(shí)間做一些什么酬勞都得不到的事情。在峰會(huì)上我負(fù)責(zé)接待江西九州彩印有限公司的董事長(zhǎng)鄒波先生，鄒總和我說(shuō)我不像20歲的人，我當(dāng)時(shí)錯(cuò)愕了，鄒總緊接著說(shuō)道：“20歲的人應(yīng)該有40歲的心態(tài)，40歲的人應(yīng)該有20歲的心態(tài)?！痹噯?wèn)，沒(méi)有這些活動(dòng)的歷練，何來(lái)的成熟呢？平時(shí)吳總經(jīng)常和我們講，要學(xué)會(huì)解決事情的能力，其實(shí)就是從這些小事中鍛煉出來(lái)的。腳踏實(shí)地，把每件小事做好，高標(biāo)準(zhǔn)，高要求。

當(dāng)才華還撐不起夢(mèng)想時(shí)，那就靜下心來(lái)學(xué)習(xí)；當(dāng)能力還駕馭不了目標(biāo)時(shí)，那就沉下心來(lái)歷練。當(dāng)你對(duì)未來(lái)迷茫時(shí)，請(qǐng)停下來(lái)認(rèn)準(zhǔn)目標(biāo)！夢(mèng)想，不是浮云，而是沉淀和積累！只有拼出來(lái)的美麗，沒(méi)有等出來(lái)的輝煌！機(jī)會(huì)，永遠(yuǎn)是留給準(zhǔn)備好了的人！如果你駕馭不了目標(biāo)，說(shuō)明你的沉淀還不夠，你需要做到就是聚焦、專注，堅(jiān)持行動(dòng)！夢(mèng)想是用來(lái)支撐人的靈魂的！

Europe to Central Asia, from the Middle East to Southeast Asia.And you bring with you the rich tapestry of the world’s great traditions and great cultures.You carry within you the beauty of different colors and creeds, races and religions.You’re visionaries who pioneered new industries and young entrepreneurs looking to build a business or a community.8.But we’ve come together today because of what we share--a belief that we are all bound together by certain common aspirations.To live with dignity.To get an education.To live healthy lives.Maybe to start a business, without having to pay a bribe to anybody.To speak freely and have a say in how we are governed.To live in peace and security and to give our children a better future.9.But we’re also here because we know that over the years, despite all we have in common, the United States and Muslim communities around the world too often fell victim to mutual mistrust.10.And that’s why I went to Cairo nearly one year ago and called for a new beginning between the United States and Muslim communities--a new beginning based on mutual interest and mutual respect.I knew that this vision would not be fulfilled in a single year, or even several years.But I knew we had to begin and that all of us have responsibilities to fulfill.11.As President, I’ve worked to ensure that America once again meets its responsibilities, especially when it comes to the security and political issues that have often been a source of tension.The United States is responsibly ending the war in Iraq, and we will partner with Iraqi people for their long-term prosperity and security.In Afghanistan, in Pakistan and beyond, we’re forging new partnerships to isolate violent extremists, but also to combat corruption and foster the development that improves lives and communities.12.I say it again tonight: Despite the inevitable difficulties, so long as I am President, the United States will never waver in our pursuit of a two-state solution that ensures the rights and security of both Israelis and Palestinians.(Applause.)And around the world, the United States of America will continue to stand with those who seek justice and progress and the human rights and dignity of all people.13.But even as I committed the United States to addressing these security and political concerns, I also made it clear in Cairo that we needed something else--a sustained effort to listen to each other and to learn from each other, to respect one another.And I pledged to forge a new partnership, not simply between governments, but also between people on the issues that matter most in their daily lives--in your lives.14.Now, many questioned whether this was possible.Yet over the past year, the United States has been reaching out and listening.We’ve joined interfaith dialogues and held town halls, roundtables and listening sessions with thousands of people around the world, including many of you.And like so many people, you’ve extended your hand in return, each in your own way, as entrepreneurs and educators, as leaders of faith and of science.15.I have to say, perhaps the most innovative response was from Dr.Naif al-Mutawa of Kuwait, who joins us here tonight.Where is Dr.Mutawa?(Applause.)His comic books have captured the imagination of so many young people with superheroes who embody the teachings and tolerance of Islam.After my speech in Cairo, he had a similar idea.So in his comic books, Superman and Batman reached out to their Muslim counterparts.(Laughter.)And I hear they’re making progress, too.(Laughter.)Absolutely.(Applause.)16.By listening to each other we’ve been able to partner with each other.We’ve expanded educational exchanges, because knowledge is the currency of the 21st century.Our distinguished science envoys have been visiting several of your countries, exploring ways to increase collaboration on science and technology.17.We’re advancing global health, including our partnership with the Organization of the Islamic Conference, to eradicate polio.This is just one part of our broader engagement with the OIC, led by my Special Envoy, Rashad Hussain, who joins us here tonight.Where’s Rashad?(Applause.)18.And we’re partnering to expand economic prosperity.At a government level, I’d note that putting the G20 in the lead on global economic decision-making has brought more voices to the table--including Turkey, Saudi Arabia, India and Indonesia.And here today, we’re fulfilling my commitment in Cairo to deepen ties between business leaders, foundations and entrepreneurs in the United States and Muslim communities around the world.19.Now, I know some have asked--given all the security and political and social challenges we face, why a summit on entrepreneurship? The answer is simple.20.Entrepreneurship--because you told us that this was an area where we can learn from each other;where America can share our experience as a society that empowers the inventor and the innovator;where men and women can take a chance on a dream--taking an idea that starts around a kitchen table or in a garage, and turning it into a new business and even new industries that can change the world.21.Entrepreneurship--because throughout history, the market has been the most powerful force the world has ever known for creating opportunity and lifting people out of poverty.22.Entrepreneurship--because it’s in our mutual economic interest.Trade between the United States and Muslim-majority countries has grown.But all this trade, combined, is still only about the same as our trade with one country--Mexico.So there’s so much more we can do together, in partnership, to foster opportunity and prosperity in all our countries.23.And social entrepreneurship--because, as I learned as a community organizer in Chicago, real change comes from the bottom up, from the grassroots, starting with the dreams and passions of single individuals serving their communities.24.And that’s why we’re here.We have Jerry Yang, who transformed how we communicate, with Yahoo.Is Jerry here? Where is he? He’ll be here tomorrow.As well as entrepreneurs who have opened cybercafés and new forums on the Internet for discussion and development.Together, you can unleash the technologies that will help shape the 21st century.25.We have successes like Dr.Mohamed Ibrahim, who I met earlier, who built a telecommunications empire that empowered people across Africa.And we have aspiring entrepreneurs who are looking to grow their businesses and hire new workers.Together you can address the challenges of accessing capital.We have trailblazers like Sheikha Hanadi of Qatar, along with Waed al Taweel, who I met earlier--a 20-year-old student from the West Bank who wants to build recreation centers for Palestinian youth.So together, they represent the incredible talents of women entrepreneurs and remind us that countries that educate and empower women are countries that are far more likely to prosper.I believe that.(Applause.)26.We have pioneers like Chris Hughes, who created Facebook, as well as an online community that brought so many young people into my campaign for President--MyBarackObama.com.(Laughter.)We have people like Soraya Salti of Jordan who are empowering the young men and women who will be leaders of tomorrow.(Applause.)Together, they represent the great potential and expectations of young people around the world.27.And we’ve got social entrepreneurs like Tri Mumpuni, who has helped rural communities in Indonesia--(applause)--harness the electricity, and revenues, of hydro-power.And Andeisha Farid, an extraordinary woman from Afghanistan, who’s taken great risks to educate the next generation, one girl at a time.(Applause.)Together, they point the way to a future where progress is shared and prosperity is sustainable.28.And I also happened to notice Dr.Yunus--it’s wonderful to see you again.I think so many people know the history of Grameen Bank and all the great work that’s been done to help finance entrepreneurship among the poorest of the poor, first throughout South Asia, and now around the world.29.So this is the incredible potential that you represent;the future we can seize together.So tonight I'm proud to announce a series of new partnerships and initiatives that will do just that.30.The United States is launching several new exchange programs.We will bring business and social entrepreneurs from Muslim-majority countries to the United States and send their American counterparts to learn from your countries.(Applause.)So women in technology fields will have the opportunity to come to the United States for internships and professional development.And since innovation is central to entrepreneurship, we’re creating new exchanges for science teachers.31.We’re forging new partnerships in which high-tech leaders from Silicon Valley will share their expertise--in venture capital, mentorship, and technology incubators--with partners in the Middle East and in Turkey and in Southeast Asia.32.And tonight, I can report that the Global Technology and Innovation Fund that I announced in Cairo will potentially mobilize more than $2 billion in investments.This is private capital, and it will unlock new opportunities for people across our countries in sectors like telecommunications, health care, education, and infrastructure.33.And finally, I’m proud that we’re creating here at this summit not only these programs that I’ve just mentioned, but it’s not going to stop here.Together, we’ve sparked a new era of entrepreneurship--with events all over Washington this week, and upcoming regional conferences around the world.34.Tonight, I am pleased to announce that Prime Minister Erdogan has agreed to host the next Entrepreneurship Summit next year in Turkey.(Applause.)And so I thank the Prime Minister and the people and private sector leaders of Turkey for helping to sustain the momentum that we will unleash this week.35.So as I said, there are those who questioned whether we could forge these new beginnings.And given the magnitude of the challenges we face in the world--and let’s face it, a lot of the bad news that comes through the television each and every day--sometimes it can be tempting to believe that the goodwill and good works of ordinary people are simply insufficient to the task at hand.But to any who still doubt whether partnerships between people can remake our world, I say look at the men and women who are here today.36.Look at the professor who came up with an idea--micro-finance--that empowered the rural poor across his country, especially women and children.That’s the powerful example of Dr.Yunus.37.Look what happened when Muhammad shared his idea with a woman from Pakistan, who has since lifted hundreds of thousands of families and children out of poverty through a foundation whose name literally means “miracle.” That’s the example of Roshaneh Zafar.(Applause.)38.Look what happened when that idea spread across the world--including to people like my own mother, who worked with the rural poor from Pakistan to Indonesia.That simple idea, began with a single person, has now transformed the lives of millions.That’s the spirit of entrepreneurship.39.So, yes, the new beginning we seek is not only possible, it has already begun.It exists within each of you, and millions around the world who believe, like we do, that the future belongs not to those who would divide us, but to those who come together;not to those who would destroy, but those who would build;not those trapped in the past, but those who, like us, believe with confidence and conviction in a future of justice and progress and the dignity of all human beings regardless of their race, regardless of their religion.40.That’s the enormous potential that we’re hoping to unlock during this 很高興來(lái)到戛納出席二十國(guó)集團(tuán)領(lǐng)導(dǎo)人第六次峰會(huì)，同各位同事共商應(yīng)對(duì)風(fēng)險(xiǎn)挑戰(zhàn)、推動(dòng)世界發(fā)展大計(jì)。首先，我謹(jǐn)對(duì)薩科齊總統(tǒng)和法國(guó)政府為本次峰會(huì)所作的積極努力和周到安排，表示衷心的感謝！

當(dāng)前，世界經(jīng)濟(jì)形勢(shì)值得我們高度關(guān)注，一些主要經(jīng)濟(jì)體經(jīng)濟(jì)增速下滑，一些國(guó)家主權(quán)債務(wù)問(wèn)題突出，國(guó)際金融市場(chǎng)動(dòng)蕩不已，新興市場(chǎng)國(guó)家通脹壓力仍然較大，各種形式的保護(hù)主義愈演愈烈，西亞北非局勢(shì)持續(xù)動(dòng)蕩，極端氣候和自然災(zāi)害頻發(fā)也給世界經(jīng)濟(jì)帶來(lái)負(fù)面影響，世界經(jīng)濟(jì)復(fù)蘇的不穩(wěn)定性不確定性突出，風(fēng)險(xiǎn)挑戰(zhàn)增多。

2008年國(guó)際金融危機(jī)發(fā)生以來(lái)的種種情況表明，我們面對(duì)的不是一場(chǎng)單純的經(jīng)濟(jì)金融危機(jī)，這場(chǎng)危機(jī)暴露出若干體制機(jī)制、政策理念、發(fā)展方式的弊端。世界經(jīng)濟(jì)發(fā)展正處在何去何從的十字路口，全球經(jīng)濟(jì)治理正面臨十分艱巨的任務(wù)，需要我們登高望遠(yuǎn)，超越具體分歧，超越一時(shí)得失，共同探索走出危機(jī)、實(shí)現(xiàn)發(fā)展的正確途徑。作為國(guó)際經(jīng)濟(jì)合作的主要論壇，二十國(guó)集團(tuán)應(yīng)該繼續(xù)發(fā)揚(yáng)同舟共濟(jì)、合作共贏的精神，在這個(gè)關(guān)鍵時(shí)刻抓住主要矛盾，共同提振市場(chǎng)信心，積極化解風(fēng)險(xiǎn)挑戰(zhàn)，努力促進(jìn)世界經(jīng)濟(jì)增長(zhǎng)和金融穩(wěn)定。為此，我愿提出幾點(diǎn)建議。

第一，堅(jiān)持在增長(zhǎng)中兼顧平衡。在強(qiáng)勁、可持續(xù)、平衡這3個(gè)目標(biāo)中，確保強(qiáng)勁增長(zhǎng)是首要。尤其是在當(dāng)前世界經(jīng)濟(jì)面臨重大風(fēng)險(xiǎn)、市場(chǎng)動(dòng)蕩不定的情況下，保增長(zhǎng)、促穩(wěn)定應(yīng)該成為二十國(guó)集團(tuán)領(lǐng)導(dǎo)人峰會(huì)的當(dāng)務(wù)之急。我們應(yīng)該出臺(tái)新的有力舉措，把財(cái)政和貨幣政策落到實(shí)處，確保資金流向?qū)嶓w經(jīng)濟(jì)部門，擴(kuò)大生產(chǎn)，增加就業(yè)。我們應(yīng)該重點(diǎn)關(guān)注扶持中小企業(yè)發(fā)展，通過(guò)融資、財(cái)稅等手段幫助它們盡快擺脫困境，為各國(guó)經(jīng)濟(jì)復(fù)蘇提供堅(jiān)實(shí)支撐。我們應(yīng)該充分挖掘科技潛力，積極培育增長(zhǎng)亮點(diǎn)，增強(qiáng)經(jīng)濟(jì)復(fù)蘇的內(nèi)在動(dòng)力。同時(shí)，我們應(yīng)該加快各自經(jīng)濟(jì)結(jié)構(gòu)調(diào)整步伐，努力實(shí)現(xiàn)世界經(jīng)濟(jì)相對(duì)平衡增長(zhǎng)。

第二，堅(jiān)持在合作中謀求共贏。目前，各國(guó)經(jīng)濟(jì)發(fā)展面臨的形勢(shì)不同，利益訴求差異加大，矛盾和摩擦增多。市場(chǎng)信心嚴(yán)重不足。形勢(shì)越嚴(yán)峻，越顯示出加強(qiáng)國(guó)際協(xié)調(diào)和合作的必要和迫切。我們應(yīng)該加強(qiáng)團(tuán)結(jié)，釋放合作謀共贏的強(qiáng)有力信號(hào)，增強(qiáng)國(guó)際社會(huì)對(duì)世界經(jīng)濟(jì)復(fù)蘇和發(fā)展的信心。我們應(yīng)該加強(qiáng)溝通和協(xié)調(diào)，努力形成相互支持、相互補(bǔ)充的政策措施，妥善化解主權(quán)債務(wù)、跨境資本大規(guī)模無(wú)序流動(dòng)等金融風(fēng)險(xiǎn)，控制大宗商品價(jià)格波動(dòng)，有效緩解全球通脹壓力，避免各國(guó)經(jīng)濟(jì)政策效果相互抵消。

第三，堅(jiān)持在改革中完善治理。國(guó)際金融危機(jī)凸顯了全球經(jīng)濟(jì)治理體系的弊端，也促使我們開啟了推進(jìn)全球經(jīng)濟(jì)治理新體系建設(shè)的歷史進(jìn)程。我們注意到，國(guó)際金融機(jī)構(gòu)和金融監(jiān)管改革取得一定進(jìn)展，新興市場(chǎng)國(guó)家和發(fā)展中國(guó)家代表性和發(fā)言權(quán)有所增加。同時(shí)，我們也應(yīng)該看到，國(guó)際貨幣體系、國(guó)際貿(mào)易體系、大宗商品價(jià)格形成機(jī)制等仍需大力改革和完善。我們應(yīng)該穩(wěn)妥推進(jìn)國(guó)際貨幣體系改革，擴(kuò)大國(guó)際貨幣基金組織特別提款權(quán)的使用，改革其貨幣組成籃子，建立幣值穩(wěn)定、供應(yīng)有序、總量可調(diào)的國(guó)際儲(chǔ)備貨幣體系。我們應(yīng)該繼續(xù)高舉自由貿(mào)易旗幟，反對(duì)貿(mào)易和投資保護(hù)主義，堅(jiān)定推動(dòng)多哈回合談判，重申不采取新的貿(mào)易保護(hù)主義措施的承諾，致力于建立公平、合理、非歧視的國(guó)際貿(mào)易體系。我們應(yīng)該推動(dòng)形成更加合理透明的大宗商品定價(jià)和調(diào)控機(jī)制，擴(kuò)大產(chǎn)能、穩(wěn)定供求、加強(qiáng)監(jiān)管、抑制投機(jī)，實(shí)現(xiàn)和保持大宗商品價(jià)格合理穩(wěn)定，著力保障全球能源安全和糧食安全，尤其是要保障發(fā)展中國(guó)家能源和糧食消費(fèi)需求。我們應(yīng)該堅(jiān)持推進(jìn)改革的決心不動(dòng)搖，朝著更加公正合理的全球經(jīng)濟(jì)治理體系不斷邁進(jìn)。

第四，堅(jiān)持在創(chuàng)新中不斷前進(jìn)。目前這場(chǎng)危機(jī)再次十分嚴(yán)肅地向我們提出了人類生產(chǎn)生活活動(dòng)應(yīng)該如何開展這個(gè)重大命題，考驗(yàn)著我們的智慧和能力，亟待我們采取行動(dòng)。創(chuàng)新是人類社會(huì)發(fā)展的不竭動(dòng)力。應(yīng)對(duì)這場(chǎng)危機(jī)，需要銳意進(jìn)取，不斷完善和創(chuàng)新經(jīng)濟(jì)社會(huì)發(fā)展的理念、體制、模式，處理好政府和市場(chǎng)、勞動(dòng)和資本、生產(chǎn)和消費(fèi)、公平和效率等重要關(guān)系。我們既應(yīng)該充分發(fā)揮市場(chǎng)在資源配置中的基礎(chǔ)性作用，又不能放任唯利是圖、惡性競(jìng)爭(zhēng)；既應(yīng)該充分發(fā)揮政府在宏觀調(diào)控和維護(hù)社會(huì)公平正義方面的關(guān)鍵作用，又要避免脫離實(shí)際、大包大攬。我們既應(yīng)該大力提倡科技創(chuàng)新、不斷提高產(chǎn)業(yè)技術(shù)水平，又應(yīng)該始終把增加就業(yè)、改善民生擺在首位，使科技進(jìn)步和擴(kuò)大就業(yè)相得益彰。我們既應(yīng)該大力促進(jìn)生產(chǎn)、不斷夯實(shí)社會(huì)發(fā)展的物質(zhì)基礎(chǔ)，又應(yīng)該更加注重收入的合理分配，使社會(huì)生產(chǎn)能力提高和民眾生活改善相互促進(jìn)。

第五，堅(jiān)持在發(fā)展中共促繁榮。從根本上看，世界經(jīng)濟(jì)發(fā)展的最大瓶頸在于廣大發(fā)展中國(guó)家未能實(shí)現(xiàn)充分發(fā)展，使世界范圍內(nèi)有效需求增長(zhǎng)未能跟上生產(chǎn)力發(fā)展步伐。長(zhǎng)期以來(lái)，發(fā)達(dá)國(guó)家和發(fā)展中國(guó)家資源占有失衡，財(cái)富分配不公，發(fā)展機(jī)會(huì)不均，形成“越不發(fā)展越落后，越落后就越難發(fā)展”的惡性循環(huán)，最終制約了世界經(jīng)濟(jì)持久穩(wěn)定增長(zhǎng)。加快發(fā)展中國(guó)家經(jīng)濟(jì)社會(huì)發(fā)展，既是聯(lián)合國(guó)確定的千年發(fā)展目標(biāo)，也是實(shí)現(xiàn)世界繁榮的必由之路，國(guó)際社會(huì)應(yīng)該在這方面多想辦法、多出政策。首爾峰會(huì)通過(guò)了《共享增長(zhǎng)的“首爾發(fā)展共識(shí)”》和跨行動(dòng)計(jì)劃，對(duì)縮小發(fā)展鴻溝、推動(dòng)共同增長(zhǎng)具有重要意義。我們應(yīng)該繼續(xù)挖掘新興市場(chǎng)國(guó)家和發(fā)展中國(guó)家經(jīng)濟(jì)發(fā)展?jié)摿?，大力促進(jìn)發(fā)展中國(guó)家經(jīng)濟(jì)發(fā)展，帶動(dòng)全球總需求擴(kuò)大。我們應(yīng)該充分反映世界經(jīng)濟(jì)格局變化，繼續(xù)增加新興市場(chǎng)國(guó)家和發(fā)展中國(guó)家在全球經(jīng)濟(jì)治理中的發(fā)言權(quán)，為發(fā)展中國(guó)家發(fā)展創(chuàng)造良好制度環(huán)境。我們應(yīng)該推動(dòng)建立更加平等、更加均衡的新型全球發(fā)展伙伴關(guān)系，加強(qiáng)南北對(duì)話和南南合作，加強(qiáng)同聯(lián)合國(guó)在發(fā)展領(lǐng)域的協(xié)調(diào)和合作，支持聯(lián)合國(guó)及其專門機(jī)構(gòu)繼續(xù)在發(fā)展領(lǐng)域發(fā)揮重要作用。中國(guó)作為發(fā)展中國(guó)家的一員，愿意同其他發(fā)展中國(guó)家開展互幫互助，共同致力于促進(jìn)世界持久和平與共同繁榮。

各位同事！

今年以來(lái)，二十國(guó)集團(tuán)在發(fā)展領(lǐng)域重點(diǎn)討論了糧食安全、基礎(chǔ)設(shè)施以及向最不發(fā)達(dá)國(guó)家提供免關(guān)稅、免配額待遇等問(wèn)題。這些都是中國(guó)在南南合作框架內(nèi)幫助其他發(fā)展中國(guó)家的重點(diǎn)領(lǐng)域。在糧食安全領(lǐng)域，截至2010年底，中國(guó)通過(guò)雙邊渠道累計(jì)提供糧食援助共計(jì)約43億元人民幣。為幫助非洲國(guó)家應(yīng)對(duì)罕見的干旱災(zāi)害和糧食危機(jī)，中國(guó)已宣布向有關(guān)國(guó)家提供總計(jì)5.332億元人民幣的緊急糧援。在基礎(chǔ)設(shè)施領(lǐng)域，截至2010年底，中國(guó)共幫助發(fā)展中國(guó)家建設(shè)基礎(chǔ)設(shè)施項(xiàng)目632個(gè)。2010至2012年間將向非洲提供100億美元的優(yōu)惠性質(zhì)貸款，主要用于基礎(chǔ)設(shè)施建設(shè)。2011至2015年間將為發(fā)展中國(guó)家援建200個(gè)清潔能源和環(huán)保等基礎(chǔ)設(shè)施項(xiàng)目。

中方堅(jiān)持通過(guò)減免關(guān)稅等多種途徑，為發(fā)展中國(guó)家對(duì)華出口各類產(chǎn)品創(chuàng)造條件。為進(jìn)一步幫助最不發(fā)達(dá)國(guó)家發(fā)展，中方愿在南南合作框架內(nèi)，對(duì)同中國(guó)建交的最不發(fā)達(dá)國(guó)家97%的稅目的產(chǎn)品給予零關(guān)稅待遇。我們希望此舉同時(shí)有助于推動(dòng)多哈回合談判早日實(shí)現(xiàn)發(fā)展回合目標(biāo)。

各位同事！

今年是中國(guó)加入世貿(mào)組織10周年。10年來(lái)，中國(guó)經(jīng)濟(jì)發(fā)展實(shí)現(xiàn)了新的跨越，對(duì)世界經(jīng)濟(jì)增長(zhǎng)的貢獻(xiàn)日益增大。10年來(lái)，中國(guó)平均關(guān)稅水平從15.3%降至9.8%，達(dá)到并超過(guò)了世貿(mào)組織對(duì)發(fā)展中國(guó)家的要求。10年來(lái)，中國(guó)總計(jì)從海外進(jìn)口達(dá)8.5萬(wàn)億美元，為各國(guó)發(fā)展提供了廣闊市場(chǎng)。特別是國(guó)際金融危機(jī)發(fā)生以來(lái)，一方面，中國(guó)積極應(yīng)對(duì)內(nèi)外各種挑戰(zhàn)，努力保持自身經(jīng)濟(jì)強(qiáng)勁增長(zhǎng)、為地區(qū)和世界經(jīng)濟(jì)復(fù)蘇增添動(dòng)力；另一方面，中國(guó)對(duì)國(guó)際金融機(jī)構(gòu)大幅增資，向發(fā)展中國(guó)家伸出援手，從發(fā)達(dá)國(guó)家增購(gòu)債券，為促進(jìn)有關(guān)國(guó)家經(jīng)濟(jì)社會(huì)發(fā)展、穩(wěn)定國(guó)際經(jīng)濟(jì)金融形勢(shì)作出了貢獻(xiàn)。今后5年中國(guó)進(jìn)口總規(guī)模有望超過(guò)8萬(wàn)億美元，這將是中國(guó)對(duì)世界經(jīng)濟(jì)的重大貢獻(xiàn)。

中國(guó)經(jīng)濟(jì)社會(huì)發(fā)展的總體形勢(shì)是好的。今年以來(lái)，在世界經(jīng)濟(jì)形勢(shì)依然復(fù)雜多變的情況下，中國(guó)有針對(duì)性地加強(qiáng)和改善宏觀調(diào)控，著力穩(wěn)物價(jià)、調(diào)結(jié)構(gòu)、保民生、促和諧，經(jīng)濟(jì)增長(zhǎng)由政策刺激向自主增長(zhǎng)有序轉(zhuǎn)變，國(guó)民經(jīng)濟(jì)繼續(xù)朝著宏觀調(diào)控的預(yù)期方向發(fā)展。今年前三季度，中國(guó)國(guó)內(nèi)生產(chǎn)總值同比增長(zhǎng)9.4%；城鎮(zhèn)居民人均可支配收入和農(nóng)村居民人均現(xiàn)金收入實(shí)際分別增長(zhǎng)7.8%和13.6%；社會(huì)消費(fèi)品零售總額增長(zhǎng)17%；進(jìn)口增長(zhǎng)超過(guò)出口增長(zhǎng)，貿(mào)易順差比去年同期有所減少，經(jīng)濟(jì)增長(zhǎng)的內(nèi)外需動(dòng)力更趨協(xié)調(diào)。同時(shí)，中國(guó)經(jīng)濟(jì)保持平穩(wěn)較快發(fā)展也面臨不少挑戰(zhàn)，一些長(zhǎng)期積累的體制性、結(jié)構(gòu)性矛盾依然存在，影響經(jīng)濟(jì)穩(wěn)定運(yùn)行的不利因素較多，價(jià)格總水平仍然較高，部分中小企業(yè)經(jīng)營(yíng)困難，就業(yè)壓力增大，節(jié)能減排形勢(shì)嚴(yán)峻，這些都需要我們高度關(guān)注并認(rèn)真加以解決。

為了鞏固經(jīng)濟(jì)社會(huì)發(fā)展良好勢(shì)頭，我們將堅(jiān)持以科學(xué)發(fā)展為主題、以加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式為主線，繼續(xù)加強(qiáng)和改善宏觀調(diào)控，繼續(xù)處理好保持經(jīng)濟(jì)平穩(wěn)較快發(fā)展、調(diào)整經(jīng)濟(jì)結(jié)構(gòu)、管理通脹預(yù)期的關(guān)系，更加注重以人為本，更加注重全面協(xié)調(diào)可持續(xù)發(fā)展，更加注重統(tǒng)籌兼顧，更加注重改革開放，更加注重保障和改善民生。我堅(jiān)信，經(jīng)過(guò)我們自己的艱苦努力，加上國(guó)際社會(huì)的理解和支持，中國(guó)經(jīng)濟(jì)發(fā)展的前景是光明的。中國(guó)經(jīng)濟(jì)保持平穩(wěn)較快發(fā)展，對(duì)世界經(jīng)濟(jì)發(fā)展無(wú)疑將是有利的。
